The problem I find isn't the role of spearmen in the game, is that the formations "Hoplite wall" and "Shield screen", supposed to have a defensive role and a more cost-effective fight in detriment of a much longer fight (so you will have that unit busy for a longer time and won't be able to help in the rest of the battle) and mobility doesn't work at all. And that's already implemented in the game's mechanichs. Yes I completely agree your idea of a rock/ paper /scissors game, so it's logical spears lose to swords to balance the fact they're good against cav.
